You can never end racism if you treat people differently based on their culture or heritage. By definition treating people differently. having different laws and benefits available to people based on history, and not available to others who live with similar needs, is racism to all people. That you are "One Winnipeg" And not thinking bigger "One Manitoba" "One Canada" is already a road block in the big picture. Racism ends when all cultures are respected for who they are, and can receive the same benefits and considerations as their neighbor based one individual circumstanced.
