Bridging the gap
I read the article in Macleans and looked at the picture of Thelma holding Tina's photograph; so very sad.
My suggestion is that the city of Winnipeg organise native/non-native friendships. This problem has to be solved on a family by family basis. Invite families (or individuals) to register on a friendship list and identify themselves as native or non-native. Then match the families, contact them, and invite them to meet to share a cup of coffee. Some of these meetings would turn into long-term friendships. After that, there could be an organised dinner where families that meet through this process could be part of a group activity. Becoming friends by sharing a cup of coffee would start a process to bridge the gap.
